California considering pay as you go auto insurance

Some states have instilled a pay as you go mentality for auto insurance, where the onus is on the car owner as to their usage of the car--whereby if they drive less, they save money on the two highest things--the insurance and gas costs--and therefore can then save things such as the environment, reduce crashes--basically, it's a good thing overall.

However, this type of plan does not have its shortcomings. For drivers in rural settings, they don't have much of a choice. How do you insure things such as people who have to drive for business all of the time? And how does that play into the type of car they drive in the first place? Nonetheless, California, who seems to be the most vigilant in terms of trying to do as much advocation for car safety and also for being a leader in the green movement, is apparently seriously considering doing this. With the population what it is and the state covering all kinds of different people, if this happens, it will certainly be potentially a barometer for what may become a national thing in the near future.
